Questions about accountability in the controversial South African Police Service (SAPS) Medicare24 tender are intensifying, with renewed calls for suspended procurement chief Lieutenant-General Molefe Fani and senior financial management official General Patricia Dimpane to account for their alleged roles in the contract awarded to businessman Vusimuzi “Cat” Matlala’s company.
The matter has attracted significant attention at the Madlanga Commission of Inquiry, which is examining allegations of corruption, criminal infiltration and misconduct involving officials within South Africa’s criminal justice system.
Fani, the suspended SAPS Divisional Commissioner for Supply Chain Management, has been linked in commission evidence to alleged procurement manoeuvres involving businessman Feroz Khan and his associates. During testimony reported in July, evidence leader Advocate Adila Hassim identified Fani as the individual allegedly referred to as “The Pilot” in WhatsApp exchanges concerning government procurement opportunities.
Questions have also been raised about the procurement process surrounding the Medicare24 contract. Critics want clarity about the respective responsibilities of officials involved in evaluating, approving and overseeing the tender, particularly given the allegations of irregularities that subsequently emerged.
Dimpane, who held a senior financial management role within SAPS, has also faced questions about the handling of payments connected to the contract. However, the precise responsibilities of the officials involved and whether their conduct warrants criminal charges must be established through evidence and the relevant investigative processes.
The controversy has become particularly significant because of the criminal case previously brought against National Police Commissioner General Fannie Masemola over the same tender.
Masemola faced charges under the Public Finance Management Act relating to alleged failures to prevent irregular expenditure. However, the National Prosecuting Authority announced that the charges would be withdrawn in September 2026, citing insufficient evidence to sustain a successful prosecution.
The development has fuelled further public debate about how decisions were made regarding the investigation and prosecution of officials connected to the contract.
Some observers are asking why different officials have faced different legal consequences and whether investigators have adequately examined the responsibilities of everyone involved.
These questions, however, do not establish that any particular official committed a crime or that investigators acted improperly. Decisions about criminal charges must be based on admissible evidence and applicable law.
The Medicare24 controversy also raises broader concerns about transparency in public procurement and the protection of taxpayers’ money.
As the Madlanga Commission continues its work, citizens will expect clear explanations of how the tender was awarded, how payments were authorised and whether all relevant officials have been given an opportunity to account.
There are also calls for the commission’s final report to be made publicly accessible, subject to lawful restrictions, so that South Africans can understand its findings and recommendations.
