The Section 89 Independent Panel, led by retired Chief Justice Sandile Ngcobo, found prima facie evidence of constitutional violations by Ramaphosa after thieves stole around $580,000 in undeclared US dollars from his Phala Phala farm in February 2020—cash he said came from a buffalo sale.
Ramaphosa argues in his affidavit that the panel misunderstood its mandate, relied on hearsay, and set too low a bar for misconduct, seeking to set aside the report and its recommendations without halting Parliament’s impeachment process. The Constitutional Court recently ordered Parliament to revive impeachment steps, prompting the Democratic Alliance to call for no delays while the EFF labels the review a stalling tactic.
