Five Key Points from Brigadier Rachel Matjeng’s Testimony at Madlanga Commission

SAPS Brigadier Rachel Matjeng testified before the Madlanga Commission on Thursday about her relationship with businessman Vusi “Cat” Matlala and her possible connection to a police contract awarded to him.

Here are five takeaways from her testimony:

1. Timing of role and tender
Matjeng became head of the SAPS quality management section in crime records and crime scene management seven months before Matlala’s company was awarded a R350 million police contract in 2024.

2. Nature of relationship
She stated she had an on-off romantic relationship with Matlala since 2017, describing him as humble, respectful, and romantic.

3. Commission’s observation
Commission chair Justice Mbuyiseli Madlanga noted that her communication with Matlala appeared more “businesslike” than romantic.

4. Financial transactions
Commissioner Sesi Baloyi revealed that Matlala transferred over R113,000 to Matjeng between 2019 and 2021, during their relationship.

5. Explanation for 2025 payment
Matjeng claimed that money received from Matlala in 2025 was intended for a friend who owns a butchery.

The Madlanga Commission is investigating allegations of corruption, political interference, and misconduct within the criminal justice system.
