General Sibiya Sought Cash from ‘CAT’ Matlala After Taxi Boss Msibi’s Death – Big 5 Links Exposed

Witness C at the Madlanga Commission testified that following the death of late Pretoria taxi boss Jothan “Mswazi” Msibi, Lieutenant General Shadrack Sibiya turned to Vusimuzi “Cat” Matlala for financial support. Msibi, who died in January 2024 after a short illness, has been identified as the head of a criminal network known as “The Firm,” with the Big Five cartel operating under this umbrella. The testimony revealed that Msibi was a well-known and feared figure in Pretoria’s taxi industry and criminal underworld, serving as president of this illicit syndicate.

After Msibi’s death, the responsibilities and roles within this criminal network shifted, and General Sibiya sought financial backing from Matlala to sustain the cartel’s operations and influence. This connection exposed a continuation of corrupt and criminal activities tied to powerful individuals in both the criminal world and police leadership. Matlala’s involvement included funding and supporting these networks financially to maintain their grip on tenders and protect their interests.

Witness C highlighted the intertwined nature of these criminal syndicates with state officials, demonstrating how organized crime permeates government and law enforcement structures. The testimony linked key figures in the Big Five cartel to law enforcement collusion and manipulation of criminal investigations, underscoring systemic corruption.

Msibi’s death did not dismantle the cartel; rather, it prompted shift and adaptation within the network, with figures like General Sibiya turning to Matlala for the necessary financial and operational support. This alliance further entrenched the corrupt relationship between criminal syndicates and senior police officials, allowing these networks to continue operating with impunity.

The testimony at the Madlanga Commission thus reveals the continuity and resilience of these criminal networks despite key losses, highlighting critical challenges for law enforcement reform and anti-corruption efforts. It underscores the depth of the cartel’s influence and its role in undermining justice and governance in South Africa.
