In some instances where malls were looted and torched, there was visible police presence but they came unprepared and “out numbered”, they ran out of rubber bullets and tear gas. They also had no water cannon disperse the crowd. They practically did nothing but watched as people helped themselves to anything they can put their hands on. Some police officers were reported disarmed and short. This means more guns at the hands of criminals.
Police Minister Bheki Cele announced that they were embarking on “operation khipha i receipt”. Loosely translated as “operation show the receipt”. Which means if the police come to your house you have to show them the proof of purchase of the items you have in the house. Failing to do so, they conclude that they are part of the looted items and they confiscate such items.
Of late, people are complaining that the police have taken items which they bought with their hard-earned money, some items are gifts but they have no way of proving it because they don’t have receipts. Some of these, are food items.
