A senior South African Police Service (SAPS) official has been suspended as investigations into the controversial Medicare 24 contract continue to unfold.
Major General NM “Tilly” Manamela, the SAPS Component Head for Quality Management, was placed on suspension following the findings of a forensic investigation that reportedly identified concerns relating to procurement and supply chain management processes. The move marks a significant development in an inquiry that has drawn increasing public attention.
According to SAPS, the forensic investigation was launched to examine the awarding and administration of the Medicare 24 contract. The probe allegedly identified possible non-compliance with established procurement procedures, prompting the organisation to institute internal disciplinary action.
While authorities have confirmed Manamela’s suspension, they have not publicly disclosed the specific allegations against the senior official or revealed the full value of the contract under investigation. SAPS has indicated that internal disciplinary proceedings are now underway.
National police spokesperson Brigadier Athlenda Mathe said the organisation remains committed to accountability and maintaining high standards of professionalism. She stated that allegations of misconduct are addressed in accordance with established disciplinary processes, regardless of an official’s rank.
The Medicare 24 contract has been under review for several months, with SAPS commissioning an independent forensic investigation into its procurement processes. Reports indicate that investigators examined several divisions during the review, focusing on compliance and governance procedures.
The Directorate for Priority Crime Investigation, commonly known as the Hawks, is also reported to be monitoring developments. However, no criminal charges or arrests have been announced, and the matter remains under investigation.
The suspension has renewed public discussion about governance, transparency, and accountability within SAPS, particularly given Manamela’s senior role in overseeing quality management and compliance.
