Police Watchdog Report Alleges Fraud Involving Ekurhuleni Metro Police and Businessman

A confidential report from the Independent Police Investigative Directorate (IPID) alleges a fraud and corruption scheme involving businessman Vusimuzi “Cat” Matlala and the Ekurhuleni Metro Police Department (EMPD).

The report claims that Matlala orchestrated the fraudulent transfer of four city-owned vehicles to his private security company, CAT VIP, in early 2023. According to the investigation, the vehicles were initially registered to the City of Ekurhuleni, but their ownership was illegally changed on the national traffic system to benefit Matlala’s company.

The city paid over R2,200 for the registration and licensing of these vehicles, which were never delivered for municipal use.

IPID’s investigation found no evidence of a valid agreement between the EMPD and CAT VIP, stating that senior police officials do not have the authority to enter into such deals. The report concludes that the actions constitute fraud and corruption, as Matlala’s company received an undue benefit at public expense.

The police watchdog has recommended disciplinary action against the acting EMPD Chief of Police and has referred the matter to the Director of Public Prosecutions.

A spokesperson for the City of Ekurhuleni acknowledged the allegations, stating that internal processes are underway and the city is cooperating with authorities. However, they declined further comment as the matter is also before a Commission of Inquiry.

IPID confirmed it will not comment further, citing the ongoing work of the presidential commission.
