Herman Mashaba Demands Answers Over Zimbabwean Businessman’s Qualification for SANRAL Contracts

ActionSA leader and former Johannesburg Mayor Herman Mashaba has once again ignited the national debate on state procurement and border enforcement, this time directing tough questions at the South African National Roads Agency (SANRAL). Mashaba is demanding full transparency on how a Zimbabwean national businessman reportedly qualified for lucrative government infrastructure contracts, calling the situation a glaring indictment of the state’s tender processes.

Taking to social media to express his deep reservations, Mashaba questioned the due diligence and vetting mechanisms employed by SANRAL when awarding multi-million-rand tenders. For the outspoken politician, the idea that a foreign national could secure significant state contracts—particularly in a country grappling with a severe unemployment crisis and a mandate for economic empowerment—raises serious red flags. He has called for an immediate and thorough investigation into the specific criteria, compliance requirements, and bidding process that allowed the businessman to qualify and secure the deals.

At the heart of Mashaba’s outcry is the broader issue of economic sovereignty and the prioritization of South African citizens in the distribution of state resources. With the nation’s infrastructure sector being a critical lever for job creation and local skills development, the ActionSA leader argues that SANRAL’s procurement decisions must strictly align with local empowerment laws and the constitutional imperative to advance those historically disadvantaged. The apparent awarding of contracts to a foreign entrepreneur has sparked fears that South African professionals and enterprises are being sidelined in their own country.

Furthermore, the controversy touches on persistent anxieties regarding the integrity of the state’s supply chain management. Historically, major tender awards at state-owned entities have been marred by allegations of fronting, political patronage, and regulatory bypass. Mashaba’s line of questioning suggests that the SANRAL scenario may not merely be an administrative oversight, but potentially a symptom of a deeper, systemic rot that allows well-connected individuals to exploit loopholes in the Preferential Procurement Policy Framework Act.

As the pressure mounts on SANRAL, the public awaits a detailed response regarding the Zimbabwean businessman’s contract qualifications. Mashaba has made it clear that he will not let the matter rest, signaling that ActionSA will use every available parliamentary and legal avenue) to demand accountability. For SANRAL and the broader government, this incident presents yet another critical test of their commitment to transparent governance, the rule of law, and the economic prioritization of the South African people.
