South Africa’s widening R228 million SAPS Medicare24 Tshwane District tender fraud investigation has taken another dramatic turn after allegations emerged that businessman Vusimuzi “Cat” Matlala is willing to cooperate with authorities in exchange for leniency. Reports indicate that Matlala has approached the Investigative Directorate Against Corruption (IDAC) with information that could implicate senior police officials, politicians, and influential business figures linked to the controversial contract.

The case has intensified public concern over alleged corruption within the South African Police Service (SAPS), particularly as several high-ranking officials are already facing serious criminal charges connected to the tender. According to reports, Matlala’s legal representatives have offered investigators details about an alleged network of corruption surrounding the awarding of the healthcare-related contract.

IDAC has not publicly commented on the reported offer, citing the sensitivity of ongoing investigations. However, reports suggest Matlala believes he was abandoned by senior officials following his arrest, which may have influenced his decision to cooperate with investigators.

Matlala recently appeared in court alongside senior police officers accused of corruption, fraud, and financial misconduct related to the tender scandal. Among those implicated is suspended SAPS National Commissioner, who reportedly faces allegations including fraud, money laundering, and violations of the Public Finance Management Act.

The investigation has also renewed focus on controversial North West businessman Brown Mogotsi, who previously testified before Parliament. Mogotsi alleged that Matlala sought a meeting with former Police Minister Senzo Mchunu during the ANC’s January 8 celebrations in Cape Town earlier this year.

In testimony that attracted widespread attention, Mogotsi claimed Matlala financed travel arrangements for ANC members attending the event and paid about R149,000 to a travel agency linked to Mogotsi’s fiancée.

Meanwhile, Mogotsi was arrested on Friday and now faces charges connected to an alleged staged assassination attempt in Vosloorus, as well as defeating the ends of justice.

Matlala also made serious allegations against former Police Minister Bheki Cele, claiming cash payments were made to prevent police interference and facilitate the return of confiscated firearms. During testimony before Parliament’s Ad Hoc Committee last year, Matlala stated that Cele allegedly demanded R1 million, although only R500,000 was reportedly paid.

IDAC has since dismissed speculation that it issued an arrest warrant for KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi, as investigations continue.
