General Mkhwanazi Has Finally Revealed Why Cat Matlala Was Removed From C-Max Prison

Nhlanhla Mkhwanazi, the Commissioner of Police for the province of KwaZulu-Natal, has disclosed important information concerning the contentious transfer of businessman Vusimuzi Matlala from the Kgosi Mampuru II Correctional Centre to the Ebhongweni Maximum Correctional Centre.

During his appearance before an Ad Hoc Committee in Parliament, Mkhwanazi provided the information. During his testimony, he detailed the major security issues and suspected anomalies that were present within the high-security C-Max facility.

According to Mkhwanazi, the decision to transfer Matlala was not made at random; rather, it was driven by intelligence inputs that indicated the inmate was continuing to exert influence and possibly organise actions from within the imprisonment facility. The commissioner referred to the scenario as a “significant security risk,” which prompted him to express concern regarding the integrity of the systems that are intended to effectively manage high-profile detainees.

In addition to this, he asserted that there were concerning loopholes in the administration of the prison, which enabled select convicts to circumvent the stringent control mechanisms that were in place. According to him, these inconsistencies reflected poorly on the credibility of custodial operations and posed a wider range of threats to the safety of the general population.

According to Mkhwanazi, who addressed the committee, “the environment had become compromised,” he emphasised that the move was necessary in order to restore order and ensure that there was more stringent monitoring. In addition, he mentioned that the intelligence indicated that Matlala’s continuing presence at the facility located in Pretoria could have far-reaching effects, including interference with investigations that are now being conducted.

The relocation of Matlala to the Ebhongweni Maximum Correctional Centre in KwaZulu-Natal was characterised as a planned action with the purpose of isolating him and restricting his capacity to contact with external networks. It was mentioned by Mkhwanazi that the reception facility has better monitoring procedures and more strict controls in order to deal with high-risk convicts.

As a result of the discoveries, the activities at the Kgosi Mampuru II Correctional Centre have come under additional examination. In particular, the C-Max section of the facility, which is designed to house some of the most dangerous and influential offenders in the country under stringent conditions, has been the focus of special attention.

A number of members of the parliamentary committee voiced their concern regarding the claims and demanded that a comprehensive inquiry be conducted into the anomalies that were alleged. There were also calls for accountability from authorities from the correctional services who were responsible for ensuring the facility’s safety and security.

At the end of his presentation, Mkhwanazi emphasised how vital it is to protect the credibility of the judicial system. He made the observation that it is necessary to take decisive action, such as the relocation of high-risk offenders, in order to stop criminal networks from operating within correctional institutions.

As the authorities seek to address the systemic difficulties that were brought to light during the parliamentary briefing, the matter continues to get attention.
