Lieutenant General Dumisani Khumalo testified at the Madlanga Commission on Tuesday, presenting CCTV footage from November 27, 2024, showing Sergeant FE Nkosi using a state vehicle allocated to suspended Deputy National Police Commissioner Shadrack Sibiya’s office to collect a bag from cartel suspect Katiso Molefe’s Johannesburg home.
The evidence ties Nkosi to alleged corruption in the investigation of Q-Tech employee Armand Swart’s murder, highlighting the Big Five Cartel’s infiltration of Gauteng’s criminal justice system through rogue officers. The same BMW appears in footage from a raid on Sibiya’s Centurion compound in October 2025, intensifying scrutiny on SAPS leadership.
