Today, General Shadrack Sibiya appeared before the Ad Hoc Committee, where he detailed the challenges and retaliation he faced following his investigation into former General Richard Mdluli.

General Sibiya explained that he was tasked to lead the investigation and assembled a team that ultimately secured Mdluli’s arrest. However, this led to significant backlash within the Crime Intelligence Division.

“Several cases were opened against me. When General Ntlhemeza took over from General Mdluli, I was immediately suspended and charged with fraud and corruption over alleged kilometre claims etc the so-called illegal rendition of Zimbabweans,” Sibiya told the committee.

He further criticised what he described as an “irregular and secretive” structure of the Political Killings Task Team, saying he was unjustly excluded from its operations despite his senior position and top-secret clearance.

“It was a strange arrangement, only a few individuals, including the Minister, General Khumalo as Project Manager, Provincial Commissioner Mkwanazi, the National Commissioner, and to some extent the former head of the DPCI, were fully briefed.

As Deputy National Commissioner responsible for tactical operations and intelligence, I should have been trusted to know what was happening,” he said.

General Sibiya concluded that his exclusion raised serious questions about transparency, accountability, and the proper functioning of national law enforcement structures.
