General Rudzani Maphwanya, chief of the South African National Defence Force (SANDF), has been cleared of wrongdoing following his controversial August 2025 visit to Iran, where he expressed solidarity and pledged stronger military ties. The trip, which sparked backlash for overstepping military authority into foreign policy, led to a meeting with President Cyril Ramaphosa. Despite initial criticism from government officials and political parties, the Department of Defence confirmed on September 7, 2025, that Maphwanya faced no consequences, as the visit was authorized and aligned with bilateral military engagements.

The controversy arose when Maphwanya, during meetings with Iranian military leaders, including Major General Abdolrahim Mousavi, reportedly endorsed Iran’s stance on Gaza and suggested shared goals. These remarks, amplified by Iranian state media, were deemed inappropriate by the Presidency and the Department of International Relations and Cooperation, as foreign policy is their domain. Ramaphosa’s spokesperson, Vincent Magwenya, initially called the trip “ill-advised,” noting it was not sanctioned by the President, though approved by Defence Minister Angie Motshekga. The Democratic Alliance demanded a court-martial, labeling the comments reckless.

The Department of Defence clarified that the visit, originally planned for 2024 but postponed, was a long-scheduled engagement focused on military cooperation. Maphwanya provided a comprehensive report to Motshekga upon his return, emphasizing he did not speak to media and respected the confidentiality of discussions. This explanation, coupled with the ministerial approval, likely contributed to his clearance. The resolution has quelled calls for disciplinary action, though it leaves lingering questions about oversight in military diplomacy.

Critics, including the Democratic Alliance and ActionSA, argued that Maphwanya’s statements risked South Africa’s delicate relations with the United States, especially amid trade tensions following a 30% tariff on South African goods. The incident highlighted the need for clear boundaries between military and foreign policy roles. While the government distanced itself from Maphwanya’s remarks, his clearance suggests a focus on maintaining internal stability over escalating the controversy.

Moving forward, this incident underscores the importance of stricter protocols for military engagements abroad. Maphwanya’s clearance may calm immediate tensions, but it does little to address public concerns about accountability. To prevent future diplomatic missteps, the SANDF and government must ensure military officials adhere strictly to their mandates, preserving South Africa’s credibility on the global stage.
