The address was meant to happen at 7pm but the Presidency confirmed the change of plans a short while ago.
South Africans are set to find out on Monday night which ministers President Cyril Ramaphosa has lost faith in and who will join the new national executive.
The president will announce who his deputy will be after David Mabuza officially stepped down as a member of Parliament last week.
Monday night’s address also comes almost a month after Ramaphosa announced during his State of the Nation Address that he would be appointing a minister of electricity, along with the ministers of public administration and transport.
