A fresh wave of concern has emerged over financial management in Emfuleni Municipality, as Democratic Alliance (DA) mayoral candidate alleges that R16 million was paid to a service provider for vehicles that were never delivered.

According to Chabalala, the municipality entered into an agreement in 2022 for the procurement of bakkies and trucks intended to support essential service delivery. However, more than three years later, there is no evidence that the vehicles were ever supplied. Despite this, official documentation reportedly suggests that the delivery was completed, raising serious questions about the integrity of internal processes and oversight mechanisms.

Chabalala claims that signed documents on file appear to confirm receipt of the vehicles, creating what he describes as a “paper trail of compliance” that does not match reality on the ground. He argues that this discrepancy points to either gross negligence or deliberate misrepresentation within the municipality’s administrative structures.

The alleged irregularity has sparked calls for a full forensic investigation. Chabalala emphasized that public funds must be protected, especially in a municipality that has long struggled with service delivery challenges, including waste management, road maintenance, and water infrastructure. The absence of the promised vehicles, he noted, has likely compounded these issues by limiting operational capacity.

Residents and local stakeholders have also expressed frustration, with some questioning how such a significant payment could be authorized and processed without verification of delivery. The situation underscores broader concerns about procurement practices and accountability in local government.

Municipal officials have yet to provide a detailed public response to the allegations. It remains unclear whether internal audits were conducted or if any disciplinary actions have been initiated against those responsible for approving the transaction.

As political pressure mounts, Chabalala has vowed to pursue the matter further, stating that transparency and accountability will be central to his campaign. He has called on law enforcement agencies and oversight bodies to intervene and ensure that those responsible are held accountable.

The unfolding situation in Emfuleni highlights ongoing governance challenges in municipalities across the country, where financial mismanagement continues to undermine public trust and service delivery.
