Mogotsi Pressed on Why He Targeted Generals Mkhwanazi and Khumalo

Evidence leader Chaskalson confronted Brown Mogotsi with a direct and critical question during proceedings, asking why he had specifically targeted General Nhlanhla Mkhwanazi and General Dumisani Khumalo in his communications and allegations. The inquiry formed part of the commission’s effort to understand the motivations and intentions behind Mogotsi’s actions, particularly as his messages and claims continue to raise significant concerns about internal dynamics within the police service.

Mogotsi, who has been testifying about his interactions with senior police officials and individuals such as Vusimuzi “Cat” Matlala, has repeatedly named the two generals in matters relating to disciplinary actions and alleged intelligence concerns. When pressed by the evidence leader, he maintained that his focus on the two officials was a response to their own conduct rather than a personal agenda.

He argued that General Khumalo and General Mkhwanazi “made themselves a target” through what he described as questionable decisions and associations. Mogotsi suggested that the behaviour he observed or heard about warranted further scrutiny, which is why he communicated such concerns to people in positions of authority, including Police Minister Senzo Mchunu.

The evidence leader, however, probed deeper, questioning whether Mogotsi had relied on verified information or merely repeated claims he had heard from others. Chaskalson sought clarity on whether Mogotsi had independently confirmed any of the allegations he forwarded or if he had selectively targeted the generals without factual basis. This line of questioning highlighted a broader concern about the legitimacy and motivation behind Mogotsi’s actions, especially given the political and institutional sensitivities surrounding senior police leadership.

Mogotsi reiterated that he acted on what he perceived as credible indications from his interactions and sources. He denied having any personal feud or hidden agenda against either general, insisting that his messages were driven by a desire to highlight potential risks or misconduct within the police service.

The exchange forms part of the commission’s ongoing effort to unpack whether Mogotsi’s messaging contributed to internal tensions, misunderstandings, or missteps within the SAPS leadership structure. As testimony continues, the commission aims to determine whether his actions were rooted in genuine concern, misinformation, or an attempt to influence outcomes involving high-ranking officials.
