Secret Report Accuses Police Chiefs of R120 Million Procurement Misconduct

A confidential investigation by the Inspector-General of Intelligence has found that National Police Commissioner Gen Fannie Masemola and Crime Intelligence head Lt-Gen Dumisani Khumalo may have committed serious financial misconduct. The report focuses on the procurement of five properties for police use, valued at over R120 million.

According to the report, Gen Masemola negligently approved irregular “global deviations” from standard procurement processes, while Lt-Gen Khumalo allegedly misled him and orchestrated the flawed procurement. The investigation found these actions resulted in irregular, fruitless, and wasteful expenditure from the Secret Services Account.

The report recommends both officials face charges under the Public Finance Management Act. It concludes that proper procurement procedures were bypassed in acquiring buildings intended as operational centers and safe houses for Crime Intelligence units.
