A retired deputy chief of the Ekurhuleni Metro Police Department (EMPD) has testified about an unusual agreement between the police and a private VIP protection company.
Revo Spies told the Madlanga Commission that under the command of acting Deputy Commissioner Julius Mkhwanazi, the EMPD entered into an open-ended working relationship with CAT VIP Protection. The agreement was formalized through a memorandum of understanding.
Spies presented evidence, including a video recorded inside a vehicle equipped with blue lights. The vehicle is allegedly registered to the EMPD but was used by the private company.
The testimony focused on whether it was lawful for the police department to allow a private company’s vehicles to be fitted with official blue lights. The commission is investigating the nature of this relationship.
