Bheki Cele: “Cat” Matlala Told Me Sibiya Wanted Him To Write False Affidavit Against General Khumalo

Former Police Minister Bheki Cele has dropped another bombshell during his testimony before Parliament’s Ad Hoc Committee, which is probing the controversial disbandment of the Presidential Crime Task Team (PKTT).

Cele told the committee that Vusimuzi “Cat” Matlala confided in him that he had been approached by General Shadrack Sibiya to write an affidavit against General Dumisani Khumalo allegedly so Khumalo could be arrested.

According to Cele, Matlala claimed that General Sibiya even went as far as drafting the affidavit himself, accusing both Matlala and Khumalo of stealing his Rolex watch and other jewellery.

“Cat told me General Sibiya wrote the affidavit himself. It was meant to make it look like they had stolen his Rolex and other items,” said Cele.

Cele’s testimony adds another layer of controversy to the ongoing inquiry, which has already exposed tensions and conflicting claims among senior police officials.

General Sibiya has previously denied having any personal connection with Matlala or being involved in any alleged attempt to frame General Khumalo.

The Ad Hoc Committee has been hearing evidence from several high-ranking officials including current and former ministers, police commissioners, and senior officers as it investigates whether the PKTT was unlawfully disbanded and whether internal power struggles within the South African Police Service (SAPS) influenced that decision.

Bheki Cele’s testimony has drawn attention for its detailed revelations about behind-the-scenes interactions and alleged attempts to manipulate internal police processes. The committee is expected to continue hearing evidence from other key witnesses before compiling its final report and recommendations to Parliament.
