President Cyril Ramaphosa has established a three-member independent panel to investigate the docking and departure of the Russian vessel “Lady R” at Simon’s Town in December 2022. The US government alleges that the ship left South Africa loaded with weapons.
The panel, chaired by Judge Phineas Mojapelo and comprising advocate Leah Gcabashe and Enver Surty, will examine the circumstances surrounding the ship’s docking, the alleged loading of cargo, and its departure from Simon’s Town between December 6-9, 2022.
The inquiry will also assess compliance with constitutional, legal, and other obligations, and provide recommendations based on its findings. The president initiated the investigation in light of the serious allegations, significant public interest, and potential impact on South Africa’s international relations.
The panel is expected to complete its investigation within six weeks of its appointment and submit a report to the president within two weeks of concluding its work. An extension of this timeframe is possible if needed, as stated by presidential spokesperson Vincent Magwenya.
