Former Road Accident Fund (RAF) chief executive Collins Letsoalo ran the state insurer for nearly five years without any official security clearance, despite his office claiming he held “top secret” vetting.
Parliament’s Standing Committee on Public Accounts (SCOPA) heard that neither Letsoalo nor any RAF executive had been cleared by the State Security Agency (SSA) since his appointment in 2020. Officials confirmed there was “no record whatsoever” of any vetting request or clearance.
The revelation contradicts Letsoalo’s own claims and follows reports that the RAF spent over R10 million on private security and armoured vehicles for him, citing alleged threats that were never verified by state security.
MPs described the situation as a “massive governance failure,” warning that unvetted executives in key state institutions pose serious risks to national security.
