Johannesburg Water is under scrutiny over alleged irregular payments and procurement issues linked to multi-million-rand water tanker contracts.
The controversy follows reports that the utility awarded a R263 million tender to two little-known companies amid concerns over inflated costs and questionable bidding processes.
Opposition parties and civil groups have called for a formal investigation, while Johannesburg Water says it is reviewing its procurement procedures to ensure transparency.
National Treasury has also warned municipalities against misuse of water tanker contracts, citing growing risks of corruption and overbilling.
